Against the backdrop of today’s conflicts, questions are being raised about the effectiveness of the United Nations. Russia’s increasingly devastating attacks in Ukraine, the crisis around the Strait of Hormuz, the conflict between the Houthis and Saudi Arabia, and Israel’s settlement expansion in the West Bank paint a bleak picture for UN Secretary-General António Guterres, who is due to leave office at the end of 2026. Yet the UN has contributed to ending or containing wars in the past — from the Iran-Iraq War and the Soviet withdrawal from Afghanistan to the aftermath of Iraq’s invasion of Kuwait. Its history, however, also includes major failures.
